According to the letter, Oborevwori informed the House that his administration was working with the state branch of the Local Government Association of Nigeria to reduce the accrued pension backlog of retired school teachers and local government employees.

The letter stated that the requested loan would help alleviate the plight of serving and retired state seniors at the local government level.

The Governor added that Zenith Bank Plc had drawn the said facility from the twenty-five Local Governments in proportion to their respective indebtedness to pensioners for whom the bank had written offer letters to councils.

The motion for approval was tabled by House Majority Leader and Aniocha North Constituency Member, Emeka Nwaobi, and seconded by Sapele Constituency Member, Perkins Umukoro.

It could be recalled that three days before the end of the tenure of Oborevwori’s predecessor, former Governor Ifeanyi Okowa, the 7th Assembly approved a loan of seventy-one billion naira for the then-outgoing government.
