The Presidential Amnesty Programme (PAP) has issued a statement clarifying the recent delay in the payment of October stipends to some of its delegates.
According to the statement released by Mr. Igoniko Oduma, Special Adviser on Media to the PAP Administrator, the delay is not attributable to the PAP Office itself.
Mr. Oduma explained that the PAP Office fulfilled all its obligations regarding the payment process, noting that the payment of stipends was authorized by the Administrator, Dr. Dennis Otuaro, and executed on October 24, 2024.
“The Office caused payment to be made on October 24 following authorisation by the Administrator,” the statement read.

The PAP suggested that the delay may stem from challenges within the banking systems of the affected delegates, which could be causing the processing issues.
“It is very likely that the banks of the affected delegates have challenges with their payment systems and should be able to pay once they resolve the issues,” the statement clarified.
While expressing concern for the delegates who have yet to receive their stipends, the PAP urged patience and calm.
“The Office is concerned that some delegates have not yet received their stipends, and advises the affected delegates to remain calm as they would definitely receive their stipends.”
Mr. Oduma emphasized that Dr. Otuaro and the PAP administration remain committed to the prompt payment of delegates’ stipends, underlining the high priority placed on fulfilling these obligations.
The Office also extended its gratitude to the delegates for their continued cooperation and understanding during this period.

The statement titled ‘Clarification On Payment Of October Stipends to PAP Delegates’ reads in full;
“The Presidential Amnesty Programme wishes to clarify that the delay in the payment of October stipends to some delegates is not from the Office.
“The PAP Office had since fulfilled its obligations in the process of payment of stipends to delegates.
“In fact, the Office caused payment to be made on October 24 following authorisation by the Administrator, Dr Dennis Otuaro.
“It is very likely that the banks of the affected delegates have challenges with their payment systems, and should be able to pay once they resolve the issues.
“The Office is concerned that some delegates have not yet received their stipends, and advises the affected delegates to remain calm as they would definitely receive their stipends.
“The PAP Administrator prioritises the payment of delegates’ stipends, and would never hesitate to fulfill the Office’s obligations in the process of payment.
“The Office thanks all delegates for their cooperation and understanding.”
