  • FG has approved the construction of a 10,000 barrels per day (bpd) refinery in Delta State.

  • The licence was granted to MRO Energy Limited by the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).

  • The new refinery is set to be situated in Imode, Ughelli, Delta State.

The Nigerian Federal Government has approved the construction of a 10,000 barrels per day (bpd) refinery in Delta State.

The licence was granted to MRO Energy Limited by the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).

According to the NMDPRA, “The authority Chief Executive, Farouk Ahmed presented a Licence To Establish a 10,000 Barrels Per Stream Day Refinery at Imode In Ughelli, Delta State, to MRO Energy Limited.”

The new refinery, to be situated in Imode, Ughelli, Delta State, marks another step towards reducing Nigeria’s dependency on imported petroleum products.

This development follows a similar approval two months ago for Process Design and Development Limited to construct a 27,000 bpd refinery in Gombe State

NMDPRA’s Chief Executive, Farouk Ahmed, emphasized the significance of such initiatives in improving the nation’s refining landscape.

Despite the uptick in refinery approvals, many of Nigeria’s refineries remain underutilized or non-functional, raising questions about the overall efficiency of the sector.

Experts argue that addressing underlying issues, such as operational inefficiencies and inconsistent crude oil supply, is crucial to achieving the Nigerian Upstream Petroleum Regulatory Commission’s target of 770,500 barrels of oil per day for domestic refining.

Earlier this month, the Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN) revealed plans to establish a 50,000 bpd refinery, signaling growing interest in expanding domestic refining operations.

Court Adjourns Dangote Refinery’s N100bn Suit Against Marketers

The Federal High Court in Abuja on Monday adjourned until January 30 a suit filed by Dangote Petroleum Refinery and Petrochemicals FZE against the Nigeria Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) and six others.

In the suit, Dangote Refinery is seeking to halt the issuance of oil import licences to some oil marketers, arguing that such actions violate Sections 317(8) and (9) of the Petroleum Industry Act (PIA).
