A Niger Delta youth leader, Frank Ekpemupolo Esq, has lauded the reforms of Dr. Dennis Otuaro towards the welfare and development of students under the Presidential Amnesty Programme (PAP).
Ekpemupolo specifically commended Otuaro for reviving the culture of prioritising the educational well-being of students to enable them to thrive in their academics.
Making reference to the recent distribution of computing devices to final year students – a practice that was long abandoned by previous PAP Coordinators – the erstwhile speaker of the Gbaramatu Youth Council thanked Otuaro for giving priority to success of beneficiaries over self aggrandisement.

“Dr. Otuaro’s student-focused reforms mark a pivotal return to the core mandate of the Presidential Amnesty Programme.
“By prioritizing academic tools like laptops and fostering a supportive environment, he is empowering our youth to succeed. This is leadership rooted in service, not self-interest.
“What Dr. Otuaro has done is restore dignity and direction to the programme. Our students now feel seen, supported, and empowered again. That’s the kind of leadership the Niger Delta deserves,” he added.
The youth leader further charged Otuaro to maintain the momentum he has led the administration with, expressing conviction that it would be sustained to an admirable end.
