Okonkwo explained that empowering inmates remains one of the most effective ways to cut down on crime and improve public safety.

“When inmates are trained and empowered, we are not just releasing individuals back into society, we are releasing skilled, productive citizens capable of contributing meaningfully to their communities. This is how we build a safer and better society,” Okonkwo said.

He noted that the empowerment programme was carried out in partnership with various stakeholders and is part of ongoing efforts to strengthen vocational skills and entrepreneurship across the command.
