The Presidential Amnesty Programme (PAP) has dismissed as baseless, malicious, and deliberately misleading the allegations recently made by Mr. Jude Gbaboyor against the Administrator of the Programme, Dr. Dennis Otuaro.

In a video circulating on Facebook, purportedly recorded in the United States, Gbaboyor made grave accusations against Dr. Otuaro, including claims of murder, ritualism, and kidnapping.

In a statement issued on Monday by the Special Assistant on Media to the Administrator, Mr. Igoniko Oduma, the PAP described the video as “yet another desperate attempt by Gbaboyor to defame Dr. Otuaro and undermine the credible work of the Programme.”

The statement noted that Gbaboyor—who is now a fugitive—fled Nigeria to evade arrest and prosecution after committing offences bordering on cyberstalking and related crimes.

According to PAP, Gbaboyor was dismissed from the Programme several years ago for conduct it described as “grossly unacceptable,” and urged the public to disregard his claims entirely.

The statement continued:

“This is not the first time Gbaboyor has made outrageous and unsubstantiated claims against the PAP boss. His persistent campaign of calumny prompted the Administrator to petition relevant security agencies for cyberstalking and criminal intimidation.”

“When invited by the Nigeria Police Force to clarify these allegations, Gbaboyor fled the country, making himself a fugitive from justice.”

PAP further revealed that Gbaboyor’s renewed attacks began only after the Administrator declined his request to be reinstated at the Amnesty Office.

“Having failed to secure reemployment through proper channels, he resorted to character assassination and the dissemination of falsehoods,” the statement said.

The Programme also criticised Gbaboyor’s appeal to the President of the United States to intervene in what it described as a purely local and personal matter.

“This is an insult to Nigeria’s sovereignty and a reckless attempt to internationalise personal grievances,” PAP stated.

The Programme urged the public to disregard the video and all allegations contained in it.

“If Gbaboyor truly believes in his claims, he should return to Nigeria and present them before the appropriate authorities. Instead, he continues to attack from abroad, far from the reach of Nigerian law enforcement.”

The PAP emphasised that under Dr. Otuaro’s leadership, it remains focused on its mandate to foster peace, empowerment, and sustainable development in the Niger Delta, and will not be distracted by malicious fabrications.

“The Programme reaffirms its commitment to transparency, accountability, and the rule of law, and will pursue all legal remedies necessary to protect the integrity of the Administrator and the agency,” the statement added.
