The Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Otuaro, has described the PAP scholarship scheme as a critical tool for securing a better and more sustainable future for the Niger Delta region.
Otuaro made this known on Thursday while declaring open the fifth batch of the two-day Leadership, Alternative Dispute Resolution and Mediation Training for PAP Stakeholders, held at the Nigerian Army War College, Abuja. The programme was organised by the PAP in collaboration with the Alumni Association of the National Defence College (AANDEC).

According to him, the large-scale deployment of scholarship beneficiaries to universities within and outside Nigeria reflects the programme’s commitment to using formal education as a foundation for long-term peace, stability and development in the Niger Delta.

The PAP administrator explained that his leadership has prioritised education as a deliberate strategy to empower youths to become drivers of prosperity and security in the region.
“We have placed serious emphasis on education, and the scholarship programme remains a strong vehicle for a better tomorrow for the Niger Delta. Between 2024 and 2025 alone, over 9,000 students have been deployed to universities at home and abroad, with **4,500 in-country placements this year,” he said.
