The Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Otuaro, has called on people of the Niger Delta to renew their commitment to peace, unity and communal harmony as they celebrate Christmas and prepare for the New Year.
Otuaro also praised President Bola Ahmed Tinubu for his continued support for the Amnesty Programme, noting that the Federal Government’s backing has played a crucial role in sustaining stability and driving development across the region.

In a Christmas message issued on December 25, 2025, through his Special Assistant on Media, Mr Igoniko Oduma, the PAP Administrator expressed gratitude to stakeholders, traditional rulers, youths, ex-agitators and host communities for their consistent cooperation with the Programme and the Tinubu administration.
He described peace and unity as the strongest pillars of sustainable development, urging residents to reject violence and embrace dialogue, cooperation and mutual respect in advancing the collective interests of the Niger Delta.
Otuaro said Christmas reflects values of love, sacrifice and togetherness, which align with the long-standing communal culture of the Niger Delta, where shared responsibility and mutual support define social life.
Looking ahead, he expressed confidence that sustained unity and collaboration would translate into greater progress for the region in the coming year.
The PAP Administrator highlighted key achievements recorded by the Amnesty Programme in 2025, including improved welfare packages for beneficiaries, expanded access to education and vocational training, and stronger reintegration outcomes aimed at empowering Niger Delta youths.
He attributed these gains to President Tinubu’s leadership and the strategic guidance provided by the Office of the National Security Adviser, which oversees the effective implementation of the programme.
Otuaro urged programme beneficiaries and residents to celebrate the festive season responsibly, while remaining committed to peace and community development.
He concluded by wishing the people of the Niger Delta a Merry Christmas and expressing optimism that the New Year would bring increased peace, prosperity and opportunities for both the region and Nigeria as a whole.
