A prominent Niger Delta activist and President of the Ijaw People’s Development Initiative (IPDI), Comrade Ozobo Austin, has said the Niger Delta region owes the Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Brutus Otuaro, a debt of gratitude for his role in strengthening peace, stability and development in the oil-producing region.

Ozobo made the assertion while reflecting on the impact of reforms carried out under Otuaro’s leadership of the PAP, describing him as one of the outstanding Ijaw sons whose contributions have helped reshape the Niger Delta.

In a statement, the rights advocate said Otuaro’s tenure marked a turning point for the amnesty programme, noting that it was steered away from collapse and repositioned to deliver meaningful benefits to beneficiaries.

According to him, “the Ijaw nation has produced many notable sons and daughters who have made significant contributions to Nigeria, and Dr Dennis Brutus Otuaro is one of such individuals.”

Ozobo said Otuaro introduced fresh ideas and innovative strategies that restored direction to the PAP, expanded access to local and foreign scholarships, strengthened leadership and vocational training, and created opportunities for youths previously involved in militancy.

He added that the PAP administrator’s approach helped to deepen peace in the region, empower local communities and promote sustainable development and security.

Describing Otuaro as a seasoned administrator and development expert, Ozobo said his appointment was timely and impactful, as he effectively addressed complex challenges confronting the Niger Delta.

The activist further noted that Otuaro’s leadership style has rekindled hope among Niger Delta youths and inspired a new generation of leaders committed to public service.

Ozobo stressed that Otuaro’s achievements have earned him respect within and beyond the Ijaw nation, adding that his legacy would continue to motivate excellence in governance and community development.

He added that the Niger Delta people remain fortunate to have benefited from Otuaro’s stewardship at the PAP, describing him as “a shining light and a source of pride” whose contributions to peace and development deserve lasting recognition.
