N’Delta Stakeholders Pass Vote of Confidence on Otuaro After Two Years at PAP

Stakeholders in the Niger Delta have passed a vote of confidence on the Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Otuaro, praising his two years in office as transformative and reform-driven.

The groups said Otuaro’s tenure has been marked by strategic reforms, institutional restructuring, expansion of foreign scholarship opportunities, youth empowerment programmes and renewed peacebuilding efforts across the region.

Among those who commended the PAP boss were the Ijaw Publishers’ Forum (IPF), Ijaw People’s Development Initiative (IPDI), South-South Traditional Council and the Ijaw Youth Council (IYC), Western Zone.

They noted that under Otuaro’s leadership, critical initiatives such as foreign scholarships, marine training and vocational skills programmes were reinstated, benefiting more than 2,000 students and ex-agitators.

According to the stakeholders, his collaborative leadership style has strengthened community participation and restored confidence in the amnesty programme.

Describing him as a “game-changer” and a “divine gift” to the Niger Delta, the groups commended his commitment to accountability and human capital development.

They urged leaders and stakeholders in the region to continue supporting Otuaro, insisting that his two years of service have distinguished him from previous administrators of the programme.
