The Central Bank of Nigeria (CBN) has issued final operating licences to 82 Bureau De Change (BDC) operators under its updated regulatory framework, while cautioning Nigerians against patronising unlicensed forex dealers.
In a statement released on Monday and signed by the Acting Director of Corporate Communications, Hakama Sidi-Ali, the apex bank said the approvals became effective on November 27, 2025, in line with the 2024 Regulatory and Supervisory Guidelines for BDC Operations.

The bank emphasised that only BDCs listed on its official website are recognised as duly licensed operators and urged the public to verify the status of any forex dealer before carrying out transactions.
The CBN subsequently published the full list of the 82 newly approved BDCs, grouped into Tier 1 and Tier 2 categories.
