The FA claims violations of regulations pertaining to football agents, working with middlemen, and third-party investment – listed under Regulations J1, C2, A2, A3, A1 and B3.
The FA says the conduct runs from 2009 to 2022, with most issues occurring in the 2010/11–2015/16 seasons.
The club has until 19 September 2025 to file its formal response.
Club officials said they uncovered the matters during due diligence before the current ownership completed the purchase on 30 May 2022, and then self-reported the findings to regulators.

Chelsea FC emphasised it has acted transparently and will continue to work with the FA to resolve the issues “as swiftly as possible.”
The club also thanked the FA for its engagement on these complex, historical matters.
