Nigeria’s new tax law, business impact, and fiscal reforms take centre stage at DOPF 2025

Delta’s leading accountants, lawyers, academics, and industry figures to dissect implications

The Delta Online Publishers Forum (DOPF) will, on Thursday, November 27, 2025, convene some of Delta State’s most influential voices in finance, law, public policy, business, and academia for its 2025 Convention and Annual Lecture at David’s Event Centre, Asaba.
The high-level dialogue will focus on the theme: “Nigeria’s New Tax Law: Implications and Opportunities for Businesses and Society.”

Presiding over the event is Chief Edward Obiefuna Martyns (Nnanyelugo), FCA, MBA, MSc, the Director of Local Government Accounts in the Office of the Accountant General of Delta State. Chief Martyns, a respected Chartered Accountant and Rotarian with extensive experience in public and private sector financial management, will steer the discussion.
A distinguished panel of experts drawn from government, academia, business, and the legal sector will lead conversations on the far-reaching effects of the new tax regime.
Among them is Mr Sonny Ekedayen, Delta State Commissioner for Economic Planning and Fellow of both ICAN and CITN; Mr Victor Fegor Origho, Accounting lecturer at Dennis Osadebay University and consultant in taxation, audit and corporate governance; and Mr Martins Oyem Aghaobodo, Esq., veteran legal practitioner and Head of Chambers, Oyem M. Aghaobodo & Associates.
Also joining the panel is Barr. Ikpesu Gideon Jade, Vice-Chairman of the Nigerian Bar Association (NBA), Effurun Branch, whose views are expected to illuminate the legal and constitutional implications of the new tax system.
Engr. Tony Okoh, President of the Delta State Association of Chambers of Commerce, Industry, Mines and Agriculture (DACCIMA), will provide key private-sector perspectives, especially on competitiveness and business sustainability under the upcoming tax framework.
The keynote address will be delivered by Associate Prof. Ochuko Benedict Emudainohwo, PhD, FCA, a senior Accounting scholar at Dennis Osadebay University and a well-regarded voice on public finance and taxation. He will guide stakeholders through a detailed analysis of the new tax legislation scheduled to take effect on January 1, 2026.
This year’s lecture comes at a pivotal moment as Nigeria prepares to implement what analysts describe as one of the most significant tax reforms since independence. From the Petroleum Profits Tax Act of 1959 to the Companies Income Tax Act of 1961 and the introduction of VAT in 1993, Nigeria’s fiscal framework has evolved through decades of reforms.

The forthcoming changes aim to simplify compliance, plug revenue leakages, and promote transparency in public finance. The DOPF platform is expected to play a crucial role in unpacking how the reforms will affect businesses, governance, revenue administration, and national development.
Delta State Governor, His Excellency Rt. Hon. Sheriff Oborevwori, is expected as Special Guest of Honour, alongside senior government officials, business leaders, civil society organisations, and the media community.
Now in its sixth edition, the DOPF Annual Lecture has become one of Delta State’s most credible intellectual and policy-driven events.
The 2025 edition is anticipated to deepen public understanding of Nigeria’s new tax law and foster informed conversations around economic reform, accountability, and sustainable development.
