Ekitike has scored freely since his summer move from Eintracht Frankfurt with three goals in three competitive games, yet Deschamps chose other forwards.
With several established attackers ahead of him, the 23-year-old must wait for his senior chance.
Akliouche, also 23, forced his way into selection with strong displays for Monaco.
He boosted his reputation at the Paris Olympics, helping Thierry Henry’s side to a silver medal, and Deschamps has rewarded his form with this first senior call-up.
France start qualifying away to Ukraine on Friday, September 5, then host Iceland in Paris on Tuesday, September 9.
Azerbaijan complete Group D; group winners qualify automatically for next year’s World Cup finals in North America.
Rayan Cherki keeps his spot after making his senior debut in June’s Nations League finals and moving to Manchester City from Lyon.
Meanwhile, Adrien Rabiot makes the squad despite reports of a dressing-room incident at Marseille that have left him available for transfer.
