Recurrent spending is estimated at ₦147.2 billion, accounting for 17 percent of the total estimate.
The sectoral breakdown shows ₦65bn for education, ₦87bn for health, ₦86bn for agriculture, ₦45bn for public order and safety, ₦22bn for environmental protection, and ₦17bn for social protection.
Governor Lawal said the proposal reflects a deliberate push for long-term growth.
“It is not merely a financial plan; it is a contract with the people, this budget is a declaration that Zamfara State will rise stronger, more united, and more determined than ever before.” he said
He emphasised that the budget aligns with his administration’s six-point Rescue Agenda, which includes strengthening security, modernising agriculture, expanding access to education, improving healthcare services, boosting infrastructure, and empowering vulnerable groups.
Lawal also highlighted the fiscal discipline behind the structure of the proposal.
He stated that Zamfara’s recurrent allocation falls below the 60 percent international benchmark recommended for subnational governments; proof, he said, of improved financial management and responsible governance.
Speaking further, he noted that the 2026 Budget of Stability and Growth aims to deliver development evenly, ensuring that no village, ward, or community is left behind.

He maintained that partnership with the legislature remains central to the delivery of planned development projects.
“Together, we have laid the foundation for a prosperous, secure, and progressive Zamfara State,” he told lawmakers.
“I present this ₦861,337,000,000 proposal for your consideration and approval.”
With capital spending taking the dominant share of the budget, infrastructure renewal, security enhancement and agricultural expansion are expected to guide Zamfara’s growth trajectory into 2026.
