The Sole Administrator of Rivers State, retired Vice Admiral Ibok-Ete Ibas, has declared that he restored stability in the state under extraordinary circumstances during his six-month tenure.

Speaking on Tuesday at a public lecture titled “Good Governance and Democratic Dividends” at Government House, Port Harcourt, Ibas said the peaceful conduct of local government elections on August 30 signalled the return of democratic governance to the grassroots.

He said, “When we began this assignment on March 18, 2025, our core mandate was to restore peace and stability. By the grace of God and with the cooperation of all stakeholders, we have come this far.”

Ibas described the emergency rule imposed as unavoidable due to insecurity, political deadlock, and a breakdown of trust, noting that it offered lessons on the priceless value of peace.

“Emergency rule was never a choice; it was a necessity. It showed that without security, no other aspiration is possible. Opportunism fills the vacuum when governance is weak, endangering lives and livelihoods. Yet, the indomitable spirit of Rivers people prevailed,” he added.

He urged citizens to place the state above personal ambition and commit to tolerance, forgiveness, and reconciliation to build lasting trust.

Secretary to the State Government, Prof. Ibibia Worika, described the lecture as timely, coinciding with the transition back to democratic governance.

He commended Rivers people for supporting the interim administration.

Guest Lecturer, Prof. Abiodun Amuda-Kanmike, SAN, said the Rivers experience should serve as a model for other states in Nigeria.

Ibas added, “Standing before you, we feel gratitude for your support and humility for being called to serve in this defining moment in the state’s history. The stability we have restored is the foundation on which democracy is now rebuilt.”
