INEC Suspends Warri Delineation Exercise, Refers Dispute to NSA

The Independent National Electoral Commission (INEC) has suspended activities related to the delineation of electoral wards in Warri Federal Constituency, Delta State, citing security concerns.

INEC’s Director of Voter Education and Publicity, Mrs Victoria Eta-Messi, confirmed the suspension on Saturday, explaining that the matter had been referred to the Office of the National Security Adviser (NSA).

“This matter was brought to the attention of the NSA. So, at the moment, we cannot take any further action,” she told newsmen.

Eta-Messi added that despite the suspension, the Continuous Voter Registration exercise in the constituency would continue, making use of the existing polling units and registration areas.

The suspension comes weeks after Urhobo and Ijaw communities from Warri North, South, and South West staged a peaceful protest at INEC headquarters in Abuja, demanding immediate implementation of the December 2022 Supreme Court judgment mandating a fresh ward delineation.

In their petition to INEC Chairman, Prof Mahmood Yakubu, protesters warned that continuing voter registration without the court-ordered review was unconstitutional.

The Supreme Court had ruled that the current delineation in Warri was outdated and unrepresentative of the constituency’s population, directing INEC to undertake a comprehensive re-delineation.

INEC subsequently began consultations in 2023, concluded fieldwork in July 2024, and presented a draft report to stakeholders in April 2025. However, it later clarified that no final decision had been reached, calling for further input.
