The Ijaw Youth Council Western Zone, led by Comrade Nicholas Igarama, Chairman of the Ijaw Youth Council (IYC) Western Zone, has extended warm birthday wishes to High Chief Dennis Brutu Otuaro, the Administrator of the Presidential Amnesty Programme (PAP), in recognition of his outstanding leadership and unwavering commitment to the development of the Niger Delta region.
