Rule L.33 stipulates that teams must start the first and the second half of a match on time.
The fines start at £40,000 and rise to £190,000 for the ninth late start, in all totalling to £1 million.
Thus, the Premier League has reiterated its stance on punctuality, allowing no club to rise above the rules.
Meanwhile, the World Club Champions are currently traveling, with kick-off delay criticism flying thick and fast.
Pundits and fans alike are wondering whether these delays are a sign of wider focus lapses when it counts.
The fourth-year title streak of City in the league halted with them placing third-first time being outside the top 2 since 2018.

The nine delayed restarts and a seven-figure fine somehow mark a rare hiccup in their usual discipline.
With this fine on the books, higher procedures for the club have been raised internally.
Henceforth, closeness on matchdays will be the saviour of such setbacks as well as a standard to uphold.
In the end, the £1 million punishment serves as a stark reminder that elite status does not grant an exemption from league rules, in addition to hurting the club’s coffers.
