NASS Explains Tax Laws Process Amid Public Outcry

The National Assembly has clarified concerns surrounding the passage, presidential assent and publication of four major fiscal laws following public outrage and speculation.

The laws in question are the Nigeria Tax Act, 2025, Nigeria Tax Administration Act, 2025, Joint Revenue Board of Nigeria (Establishment) Act, 2025, and the Nigeria Revenue Service (Establishment) Act, 2025.

In a statement signed by Bullah Audu Bi-Allah, Director of Information to the Clerk of the National Assembly, the legislature said the entire process was carried out strictly within its constitutional and statutory responsibilities.

According to the statement, concerns raised by the public centre on differences between versions passed by the Senate and the House of Representatives, documents transmitted for presidential assent, and the copies eventually published in the Official Gazette.

To address the issue, the National Assembly said its relevant committees, working with management, have begun an internal review of legislative procedures involved in the process.

“The review is being conducted in full compliance with the Constitution, the Acts Authentication Act, the Standing Orders of both Chambers, and established parliamentary practice,” the statement said.

The leadership of the Assembly has also directed the Clerk of the National Assembly to facilitate the publication of the Acts in the Official Gazette and issue Certified True Copies (CTCs) of the assented laws to stakeholders and members of the public upon request.

NASS stressed that the exercise is purely administrative and does not in any way question the authority or decisions of either chamber of the legislature.

“The ongoing review is limited to procedural and administrative processes and does not suggest any defect in legislative authority,” the statement added.

The Assembly reaffirmed its commitment to transparency, separation of powers and constitutional governance, urging Nigerians to allow the review process to run its course without speculation.

It assured that any procedural gaps identified would be addressed in line with the law and established parliamentary conventions, promising to provide further updates when necessary.
