According to him, while military operations remain important in tackling armed groups, dialogue may sometimes be necessary if it contributes to saving lives and restoring stability in affected communities.

He noted that governments across the world have, at different times, engaged in negotiations with non-state actors as part of broader conflict resolution strategies.

The NIPSS chief stressed that any engagement with bandits must, however, be carefully managed to ensure it does not undermine national security or embolden criminal elements.

Omotayo added that the ultimate objective of any strategy adopted by authorities should be the protection of lives, the restoration of peace, and the strengthening of national security.
