Nine beneficiaries of the Presidential Amnesty Programme (PAP) foreign scholarship scheme have completed their master’s degree programmes in the United Kingdom for the 2024–2025 academic session.

This was contained in a statement signed by Mr Igoniko Oduma, Special Assistant on Media to the Administrator of the Presidential Amnesty Programme, on Thursday.

The statement reads partly: “We congratulate these scholars on their successful graduation. It shows that they took their studies seriously. That is what we demand of every scholarship beneficiary, whether at the undergraduate or post-graduate level.

“They have justified the Federal Government’s investment in their education with their successful graduation.

“Our decision aligns with the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu GCFR for the Niger Delta. We will continue to create more higher educational opportunities for students from indigent backgrounds in our region.

“We are also deepening the implementation of the programme’s mandate in informal education and other areas for the sustainable peace and socio-economic advancement of the region.”

According to the statement, the nine graduates completed their programmes at Anglia Ruskin University, the University of Dundee and the University of Law.

They obtained master’s degrees in cyber security, data science and engineering, law, ICT, construction and civil engineering management, and project management.

The 2024–2025 cohort marks the first batch of offshore postgraduate scholars deployed to UK universities under the leadership of the PAP Administrator, Dr Dennis Otuaro.

In addition to the foreign graduates, the PAP disclosed that 771 undergraduate and postgraduate beneficiaries in Nigerian universities are due to graduate in 2025.

A graduation reception was held for the scholars on Wednesday, 3 December 2025, in London, where Otuaro commended their “record-time completion” and urged other beneficiaries to remain focused on their studies.

The PAP Administrator reiterated his commitment to widening access to tertiary education for Niger Delta youths, noting that the expansion of the scholarship scheme is central to bridging the region’s human capital development gap.

He stated that 3,800 students were deployed in-country in the 2024–2025 academic year, while 3,900 were deployed for the 2025–2026 session, including 200 foreign scholarship slots.

The statement further revealed that 7,700 students have been deployed across Nigerian institutions under the PAP scheme in less than two years, alongside 162 foreign postgraduate scholars in targeted fields.

Otuaro attributed the programme’s progress to President Bola Tinubu’s “unprecedented support” for the Niger Delta under the Renewed Hope Agenda, which he said has strengthened the PAP’s capacity to drive peacebuilding and socio-economic transformation in the region.
