PAP Graduates 98 Maritime Cadets, Paves Way for National Blue Economy Growth

98 delegates sponsored by the Presidential Amnesty Programme (PAP) have successfully completed a one-month specialized training at the Joemarine Institute of Nautical Studies and Research in Delta State.

The graduates, who underwent a refresher course in maritime-related skills, were celebrated during a formal ceremony held on Tuesday at the institute’s campus.

The training forms part of PAP’s ongoing efforts to develop human capital in the Niger Delta, with a strategic focus on creating a workforce that aligns with the nation’s blue economy policy under President Bola Tinubu’s administration.

Dr. Dennis Otuaro, the PAP Administrator, expressed his delight at the successful completion of the programme, describing it as a pivotal step toward enhancing the region’s human resources and contributing to Nigeria’s maritime industry.

“The training is a direct response to President Tinubu’s policy to harness the immense potential of our maritime sector,” Otuaro said.

Otuaro also commended the trainees for their discipline and commitment throughout the duration of the programme.

He urged them to apply the skills acquired in a professional manner, contributing to the growth and development of Nigeria’s maritime industry.

“Your success here marks a new chapter in your career journey, and I encourage you to continue demonstrating excellence in everything you do,” he added.

The Managing Director of Joemarine Institute, Akpos Epidei, acknowledged the support of the PAP under Otuaro’s leadership, stressing the need for continued partnership to elevate the training to higher certification levels.

“We are grateful for the trust placed in us by the PAP, and we look forward to offering even more advanced training in the future,” Epidei stated.

The ceremony was also graced by the Speaker of the Delta State House of Assembly, Emomotimi Guwor, who was represented by his aide, Amafini Akemeotubo.

Guwor praised Otuaro for his vision and leadership in steering the PAP towards sustainable peace and prosperity in the Niger Delta.

Valedictorian Ebi Jackson, on behalf of the graduates, expressed deep appreciation for the opportunity, noting that the programme had equipped them with essential skills that would enhance their professional journeys.

“We are thankful for this opportunity and the invaluable knowledge gained from the training,” Jackson said.
