Francis Waive, Chairman of the House Committee on Rules and Business, also explained that the bill has not been presented to the committee.

According to Waive, any constitutional amendment proposals must follow established procedures, involving either member-sponsored bills or memoranda submitted to the Constitution Review Committee, which would then require a sponsoring member to introduce the bill.
