Rivers Ex-Administrator Ibas Received ₦401.9bn Allocation in Six Months — Official FAAC Records Reveal

A review of verified data from the Office of the Accountant General of the Federation and the National Bureau of Statistics (NBS) has shown that the former Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ekwe Ibas (retd.), received a total of ₦401.9 billion in federal allocations during his six-month tenure.

According to the records, the payments were made to the state by the Federation Accounts Allocation Committee (FAAC) between March and August 2025, covering both the state and its 23 local government areas.

Breakdown of Allocations

Data published by the Accountant General and NBS showed that in:

August 2025, Rivers State received ₦41.6bn, while LGAs received ₦19.2bn;

July 2025, ₦39bn went to the state and ₦18.8bn to LGAs;

June 2025, ₦42.3bn to the state and ₦18.8bn to LGAs;

May 2025, ₦42.7bn to the state and ₦16bn to LGAs;

April 2025, ₦44.4bn to the state and ₦19.4bn to LGAs;

March 2025, ₦44.6bn to the state and ₦18.5bn to LGAs.

Also, the federal government released ₦36.6 billion to Ibas for January and February 2025 local government allocations, which had been withheld before the reinstatement of Governor Siminalayi Fubara.

AIbas Rejects Probe

The former administrator has dismissed the Rivers State House of Assembly’s plan to investigate his administration’s spending, describing it as an exercise in futility.

In a statement issued through his Senior Special Adviser on Media, Mr Hector Igbikiowubu, Ibas argued that the lawmakers lacked the authority to probe him since they did not appoint him.

“When you say they were going to probe the tenure of the administrator, was it the Assembly that appointed the administrator?” Igbikiowubu asked.

“If you didn’t appoint the administrator, it goes to reason that you have certain limitations. The administrator was appointed by the President and supervised by the National Assembly,” he added.

Ibas further noted that any attempt to probe him would amount to questioning both the President and the National Assembly, calling the lawmakers’ effort “a fool’s errand.”

Accountability Blackout in Rivers

Throughout Ibas’ tenure as Sole Administrator, the state government reportedly failed to publish any quarterly budget performance reports, creating what analysts described as a “financial transparency blackout.”

His administration ended on September 18, 2025, following the reinstatement of Governor Siminalayi Fubara, marking the close of the sole administration era in the state.
