Rivers State Sole Administrator swings into full action, orders the 23 Heads of Local governments to submit a detailed council report.
The appointed Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas, has instructed all the Heads of Local Government Administration in the 23 local government areas of the state to submit a comprehensive report of activities in their respective councils.
The report will capture in detail the functions, number of staff on nominal roll, sources of revenue generation, and other detailed operations.
This directive was made known through a memo issued and signed by the office of the Permanent Secretary, Ministry of Local Government Affairs, Dame Dr. Itong Awani which mandated the Heads of the Local Government Administration in the 23 councils to observe the order given by the Sole Administrator.
The memo dated March 24th, 2025 contained a directive that the heads of Local Governments should submit their report to the Permanent Secretary, Ministry of Local Government on or before Wednesday, March 26th.

The memo says, “His Excellency, the Sole Administrator of Rivers State has directed that all Heads of Local Government Administration should submit the Report of their Councils to the office of the Permanent Secretary, Ministry of Local Government Affairs.”
The directive also contained instructions on how the report should be structured, the contents expected to be seen in it and the date of submission.
“I am also to inform you that all submissions using the format listed below should reach the office of the undersigned on or before Wednesday, 26h March 2025 for onward transmission to the office of the Sole Administrator, Government House, Port Harcourt, for further necessary action.
“Submission template: Introduction/Preamble, Functions of the Council. Number of Staff on Nominal Roll, stating cadre by cadre, Sources of Revenue Generation in the LGA.
“Activities of the Council/On-going and Completed Projects for the past 2 years, Achievements of the Council, Challenges, recommendations, Conclusion. Kindly treat as urgent and keep to the timeline of submission.”
Recall that Daily Report Nigeria reported that the Court order that reinstated the Amaehule-led lawmakers, also has annulled the 2024 Fubara local government election and ruled for a fresh local government election since the reinstated lawmakers claimed the election processes were not transparent.
In effect, Fubara directed the elected Government Chairmen in the 23 LGAs to hand over to the Heads of Local Government Area according to the ruling of the Supreme Court judgment.
Meanwhile, the Rivers State Independent Electoral Council (RISEC) has already scheduled August 9, 2025, as the day to conduct fresh local government elections in the state.
