The 22-year-old signed a long-term deal, subject to international clearance and a work permit, and joins to add attacking options as Spurs push for early-season consistency.
After missing out on Morgan Gibbs-White and losing Eberechi Eze to rivals, Spurs moved quickly for Simons.
Reports put the initial fee at about £51.8 million plus add-ons, though the club has not confirmed the figure.
Simons said he was “really happy” and eager to get going, adding that meeting Frank confirmed this was “the right place” for him.
He pledged flair, hard work and discipline and Frank lauded his vision and goal threat from the No.10 and left wing.
Frank expects Simons to slot straight into an already cohesive group.
The signing also answers short-term selection needs.
James Maddison faces a lengthy layoff with a serious knee injury and Dejan Kulusevski remains sidelined, so Simons gives Frank immediate cover and fresh tactical options.
A La Masia product, Simons moved to Paris Saint-Germain in 2019, hit 22 goals on loan at PSV in 2022/23 and added 22 in 78 games for Leipzig.
He will wear the No.7 shirt vacated by Son Heung-min and will be unveiled before Saturday’s home game with Bournemouth.
In short, Spurs sign Dutch midfielder Simons signals fresh pace, creativity and proven goalscoring for Frank to build on.
