Over twenty thousand Permanent Voters Cards were found by men digging a drainage around the East-West Road in Port Harcourt, Rivers State.
A certain man who recorded the scene noted he was called upon to witness the act.
According to him, the discovered PVCs are from the Obio-Akpor Local Government Area of Port Harcourt.
He alleged that the PVC could be those used to rig elections by politicians in the state.
