The Ijaw Youth Council (IYC) Western zone is celebrating the one-year anniversary of High Chief Dennis Burutu Otuaro’s tenure as Administrator of the Presidential Amnesty Programme (PAP).
According to a statement signed by Comr. Nicholas Igarama, Chairman of the IYC Western Zone, Ebi Joshua Olowolayemo Esq. Secretary, and Information officer, Comr. Tare Magbei, Otuaro’s accomplishments include prioritizing stakeholders’ engagement, promoting education among Niger Delta youths, and increasing the number of students benefiting from PAP scholarships.
The IYC praised Otuaro for his leadership and commitment to the region’s development, despite facing blackmails and unfounded allegations.
The organization acknowledged that Otuaro’s efforts have contributed significantly to the peace enjoyed in the Niger Delta.
According to the statement, “Today, the 14th day of March 2025, the Ijaw Youth Council (IYC) Western zone celebrates the bold achievements of High Chief. Dennis Burutu Otuaro PhD. On his one year in office as Administrator of the Presidential Amnesty Programme(PAP).
“One year is said to be a very short time, but for High Chief Dennis Otuaro, it has been one of purposeful engagements, collaboration, continuous advancement and intentional actions in setting a new Standards for the Presidential Amnesty Programme which has in its totality impacted immensely the lives of the people of the Niger Delta region.
“For giving more priority to consistent stakeholders engagement in the region that has contributed to the peace we enjoy in the Niger Delta is a giant stride, for arming the youths of Niger Delta with more education and for increasing the number of students that are now beneficiaries of PAP scholarship, we say thank you.
“For showing leadership in the face of blackmails and unwarranted cum unfounded allegations against your person, and for staying focused on your job which you have executed exceedingly well, you are highly appreciated.
“For the purposeful patternship and listening ear you have rendered to Youths of Ijaw Nation and the Niger Delta we say a big thank you.
“Today, as a zone of the Ijaw Youth Council, we celebrate your achievements and the victories you have had in the last one year and we pray that you will have the courage and will to finish strong in your remaining years in office.

“Be rest assured of our continuous support and solidarity on your mandate to ensure that you succeed in the administration of the President Amnesty Programme.

The organization assured Otuaro of their continuous support and solidarity in his mandate to ensure the success of the Presidential Amnesty Programme.
The IYC Western Zone concluded by congratulating Otuaro on his one-year anniversary and praying that he would have the courage and will to finish strong in his remaining years in office.
NDDC: Niger Delta Youth Leaders, IYC Pass Vote of Confidence on Samuel Ogbuku
Youth under the aegis of the Niger Delta Ethnic Nationalities Youth Leaders Forum (NDENYLF), in collaboration with the Ijaw Youth Council (IYC), has passed a vote of confidence on the Dr. Samuel Ogbuku, Managing Director of the Niger Delta Development Commission (NDDC).
The youths cutting across the Niger Delta declared Ogbuku as a workaholic who deserves nothing short of the support of all ethnic nationalities from the region.
