The Ijaw Youth Council (IYC), Western Zone, has passed a vote of confidence on the Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Burutu Otuaro, for what it described as his steadfast leadership, strategic reforms, and measurable contributions to peace and development in the Niger Delta region.

In a statement signed by Comrade Nicholas Igarama (Chairman), Ebi Joshua Olowolayemo Esq (Secretary), and Comrade Tare Magbei (Information Officer), the council said Dr Otuaro’s leadership had restored integrity, focus, and accountability to the Amnesty Programme since he assumed office in March 2024.

The statement reads partly:

“The Ijaw Youth Council (IYC), Western Zone, hereby passes an unequivocal Vote of Confidence on Dr Dennis Burutu Otuaro, Administrator of the Presidential Amnesty Programme (PAP), in recognition of his steadfast leadership, strategic reforms, and measurable contributions to the advancement of the Ijaw Nation and the Niger Delta region.

Since assuming office in March 2024, Dr Otuaro has brought renewed focus and professionalism to the Amnesty Programme. His leadership has been marked by a clear commitment to accountability, youth empowerment, and sustainable peace across the region.

Under his administration, the Presidential Amnesty Programme has witnessed significant progress, including institutional reforms, educational advancement, vocational empowerment, stakeholder engagement, and integrity-driven management.

The Ijaw Youth Council (Western Zone) strongly condemns recent sponsored attacks and false narratives aimed at discrediting Dr Otuaro’s administration. Such distractions are rooted in envy and resistance to reform and do not reflect the realities of his transformative leadership.”

According to the IYC, Dr Otuaro’s administration has implemented comprehensive institutional reforms through data verification and system upgrades to eliminate duplication, strengthen transparency, and safeguard beneficiaries’ records.

It added that the expansion of the PAP scholarship scheme to include more onshore and offshore institutions has widened academic access and raised educational standards for Niger Delta youths.

The group also highlighted the introduction of advanced technical and vocational training programmes, including maritime, aviation, and entrepreneurial initiatives, designed to build a skilled and employable workforce in the region.

The statement further noted that Dr Otuaro’s continuous engagement with traditional rulers, ex-agitators, and youth leaders has strengthened peace, unity, and collaboration across the Niger Delta.

While commending his calm disposition and dedication to the collective aspirations of the Ijaw Nation, the council urged him to remain steadfast in driving inclusive development and promoting sustainable peace.

“The Ijaw Youth Council Western Zone reaffirms its full confidence in Dr Otuaro’s leadership and encourages him to remain resolute, steadfast, and forward-looking in the discharge of his duties. Keep working. Keep building. Keep leading. The Ijaw Nation stands solidly behind you,” the statement added.
