Otuaro Hails Yar’Adua for Establishing Presidential Amnesty Programme

The Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Otuaro, has praised the late President Umaru Musa Yar’Adua for proclaiming amnesty for former Niger Delta agitators and establishing the PAP in response to the region’s civic demands.

In a statement signed by his Special Assistant on Media, Mr Igoniko Oduma, Otuaro described Yar’Adua as “a selfless leader and patriot” who laid the foundation for sustainable peace and development in the Niger Delta.

Otuaro gave the commendation at the 2nd President Umaru Musa Yar’Adua International Leadership Conference and Awards held in Abuja on Saturday.

The event, themed “Electoral Management Institution: Midwife of True Democracy, Development, and Prosperity,” was organised by the Global Initiative for Leadership Success.

Represented at the event by his Special Assistant on Data and ICT, Mr Monabe Mitee, the PAP Administrator also received a corporate service award in recognition of his administration’s performance.

He noted that in addition to establishing the Amnesty Programme, Yar’Adua also created the Ministry of Niger Delta Affairs, reflecting his listening leadership style and commitment to national unity and development.

Otuaro further said Yar’Adua’s tenure as Katsina State governor left impactful development legacies, particularly in education and infrastructure, and that as president, he operated an inclusive, national unity government driven by his seven-point agenda.

 

The PAP boss said Yar’Adua would be remembered for his unwavering commitment to peace and national transformation, noting that his death in office cut short what could have been an even greater contribution to Nigeria’s progress.
