Captain Prebor Presley, Manager of Delta/Edo Liaison Office of the Presidential Amnesty Programme (PAP), has congratulated the member representing Burutu Federal Constituency in the House of Representatives, Julius Pondi, on his attainment of a Doctor of Philosophy (PhD) in Maritime Transport Management.
