The Presidency, through the Office of the Special Adviser to the President on the Niger Delta and Administrator of the Presidential Amnesty Programme (PAP), has announced the official opening of its 2025/2026 onshore scholarship application portal for eligible beneficiaries seeking undergraduate and postgraduate studies in Nigerian universities.

The scholarship programme, which aligns with the PAP’s vision for human capital development in the Niger Delta, offers financial support to both new and returning students in Nigerian public and private tertiary institutions. According to the announcement, the application registration period runs from Friday, July 11, to Friday, August 8, 2025.

Interested applicants must meet specific eligibility requirements, which include being a confirmed beneficiary of the Presidential Amnesty Programme. This includes ex-agitators or individuals from impacted communities across nine Niger Delta states: Ondo, Edo, Delta, Bayelsa, Rivers, Imo, Abia, Akwa Ibom, and Cross River.

For those applying to undergraduate programmes, candidates are required to have participated in the 2025 Unified Tertiary Matriculation Examination (UTME) and must be new entrants into 100-level programmes for the 2025/2026 academic session. A valid UTME score is mandatory, and while the minimum acceptable score is typically around 200, the specific benchmark will be determined by the PAP. Applicants awaiting WAEC or NECO results are not eligible to apply.

Those seeking the postgraduate scholarship must also be fresh entrants into their academic programmes for the 2025/2026 session. To retain the scholarship, successful postgraduate recipients must maintain a minimum average CGPA, usually 2.5 over 5.0, or 2.0 over 4.0 for undergraduates. Additionally, beneficiaries must remain compliant with PAP’s code of conduct and stay free from any form of misconduct that could lead to disqualification.

The management also noted that shortlisted candidates may be required to undergo a written aptitude test and an oral interview during the selection process.

The scholarship covers tuition fees, accommodation, a monthly in-training allowance (ITA), and a book allowance, providing full support for recipients throughout their studies.
