The Nigerian Senate has passed a landmark bill aimed at reducing extreme poverty and strengthening social protection across the country. Sponsored by Senator Orji Uzor Kalu, the legislation seeks to enhance existing welfare programmes and ensure nationwide coverage.

The bill, approved through second reading, proposes the creation of the Social Welfare Service under the ministry responsible for humanitarian affairs, with offices in all 36 states and the Federal Capital Territory. This ensures social welfare programmes reach vulnerable communities beyond the capital.

Senator Kalu emphasized the urgency of the legislation, noting that despite several interventions over the years, millions of Nigerians still lack access to basic necessities. “This bill provides a central, data-driven framework to ensure social welfare reaches those who need it most,” he said.

The bill is designed to eliminate political interference and enhance transparency in welfare distribution. Lawmakers expressed unanimous support, highlighting the need for efficiency, accountability, and nationwide implementation.

The proposal has been referred to the Senate Committee on Public Service, which will report back in four weeks. If enacted, the Social Welfare Service is expected to significantly improve the social safety net for Nigeria’s most vulnerable citizens.
