…..Efforts At the Provision of Health Facilities and Clean Water to Catchment Areas The place of good health facilities and clean water can never be over emphasized as the presence of health facilities in communities and good and clean waters will do nothing but assures a healthy and virile populace. The Delta State Oil Producing Areas Development Commission, DESOPADEC, knowing this has continued to pursue some of the policies that lead to the formation of the commission. Health Conscious of the fact that “health is wealth” and that healthy people constitute a great asset to the essential productive processes of their immediate environment and beyond, the current DESOPADEC Board has in the last three years devoted huge resources in the provision of healthcare facilities, equipment and consumables to cater for the needs of its mandate communities. One of such healthcare facility is the Ultra Modern Cottage Hospital at Oboghoro, a burgeoning coastal community in Warri North Local Government Area, complete with a well equipped Medical Quarters for the accommodation of doctors, nurses and other medical personnel who are now happily delivering services to the people. In the same vein, the board, by popular demand, constructed an Ultra Modern All-Purpose Health Facility at Agoloma in Patani Local Government Area to respond to the health needs of the people. The fully furnished and equipped facility was commissioned by the Speaker of the Delta State House of Assembly, Rt. Hon. Sheriff Oborevwori who gave plaudits to the Ogieh-led board for its deep connection with the people. In his words, the efforts and achievements of the board attests to the ever bold initiative of the Trustees of the Commission on behalf of the Governor Okowa administration. The board in the period under review also built and equipped a health facility at Utagba-Uno in Ndokwa West Local Government Area. This is in addition to renovating and fencing tens of clinics and hospitals in various other communities within the Commission’s mandate areas. The Commission also donated equipment worth several millions of Naira to selected cottage hospitals and clinics as in Ogulagha, Burutu LGA; Oboghoro, Warri North LGA; General Hospital, Olomoro and Egbe-Igbide Cottage Hospital all in Isoko Nation. This is besides embarking on continuous free medical health programmes across most communities within its mandate areas. The icing on the health pie was the provision of comprehensive medical equipment and consumables to all of the 268 Primary Health Care Centres in the state at the end of 2022. The initiative ranks among the single largest dimension of corporate social responsibility in the health sector executed by any interventionist agency. It received the immediate commendation of His Excellency the Governor of Delta State who has also severally applauded the effectiveness of DESOPADEC in aligning with the Stronger Delta agenda of the State Government in health and other sectors. Water Water is considered the most essential element for the maintenance and sustenance of all beings. The provision of reliable source of safe, drinkable and adequate water supply is thus a vital prerequisite for the establishment of stable communities. For the oil producing communities of Delta State which is predominantly riverine, lack of access to safe water had meant a resort to impure alternatives such as rain water, crude oil-polluted salt rivers and water hyacinth infested streams for their daily water needs. Guaranteed access to potable water is therefore one of the most critical needs of the people. When juxtaposed with the abundance of petroleum resource in the underbelly of the mandate areas which powers the entire Nigerian federation, the story needed to be changed and the situation is being frontally addressed through the Commission’s deep understanding of the dynamics and exigencies of intervention. Accordingly and for long, the people of Obodo in Warri South LGA; Ebedei Uno in Ukwuani LGA; Uba Egbelemeji-Koko in Warri North LGA; Uruto Quarters in Isoko North LGA; Oliogo Umuseti in Ndokwa West LGA; Okuovo District in Okpe LGA; Emede in Isoko South LGA and many more benefiting communities will certainly remember the effort of DESOPADEC in bringing succor to them in the water sector.

IYC Issues 7 Days Ultimatum to DESOPADEC Over Commissioner’s Oppressiveness

The Ijaw Youth Council in Western Zone, in collaboration with other pressure groups in Delta state, have issued a 7-days ultimatum to the Delta State Oil Producing Areas Commission, DESOPADEC over what they describe as the ‘high handedness’ of Dr Paul Bebenimibo. According to the IYC, Dr Bebenimibo, who represents the Ijaw ethnic nationality in the DESOPADEC board, has been found unrepentantly wanting on several occasions. This was contained in a communique released after an emergency meeting presided over by National Executive Council members of the Ijaw Youth Council in Western Zone, Western Zone leadership, MEINBUTUS, the Delta Ijaw Comrade Community, and other critical stakeholders of IYC in the state, on Saturday, October 16, 2021, in Warri, Delta State. The emergency meeting was preceded by several oppressive measures of the Commissioner to the Ijaws, most recently is the assault and dehumanizing of the Youth President of Ogbe-Ijoh Kingdom, despite swearing an oath to protect their interest in the Commission. The communique titled “IYC GIVES DESOPADEC 7 DAYS ULTIMATUM STARTING FROM MONDAY 18TH OCTOBER, 2021” and signed by the Western Zone Chairman of IYC, Comrade Dr Doubra Okotete reads in full; “Arising from a critical Stakeholders meeting of the Ijaw Youth Council (IYC) Western Zone comprising of National Officers of IYC from the Zone, Zonal Officers of IYC, Clan Chairmen of IYC in the Zone, Clan Women Leaders of IYC in the Zone, Former National and Zonal leaders, Organizations registered under IYC and other stakeholders and leaders of IYC, the following decisions were reached: 1. The Ijaw Youth Council Western Zone frowns dispassionately at the high handedness of Hon. Paul Bebenimibo( Phd) the Commissioner Representing Ijaw Ethnic Nationality in the Delta State Oil Producing Areas Commission (DESOPADEC) and the detached manner with which he runs this office that is supposed to be a connecting point for the grassroots. 2. The Ijaw Youth Council was propelled to call this emergency meeting because all possible avenues to interface with Hon. Paul Bebenimibo as a former Executive Member of IYC in this same Zone, to see how areas of misunderstanding can be settled has been turned down by him including third party mediation. He sees himself as a god and as such has refused to give listening ear to all strata of leadership in the Ijaw Ethnic Nationality he represent and our option for peace and dialogue over time are evidenced based and seen as a weakness. 3. The Ijaw Youth Council is well aware that every ethnic youth bodies are working closely with their representative for the collective growth and development of their region and are also receiving monthly subvention from DESOPADEC as part of DESOPADEC’s commitment to youth development except the IYC because Hon. Paul Bebenimibo has ordered it to be so, apparently in an attempt to divert such funds. 4. The way and manner Hon. Paul Bebenimibo is running his office is at opposite direction with the SMART Agenda of Governor Okowa which prioritizes youth development. 5. The Ijaw Youth Council Western Zone wish to unequivocally state that we have endured Hon. Paul Bebenimibo’s indifference to us and we will henceforth no longer allow him to shortchange us. 6. We also condemn in strong terms, the physical harm and grievous bodily injury done to the Youth President of Ogbe-Ijoh Kingdom by Policemen attached to Hon. Paul Bebenimibo and at his behest, leaving the victim hospitalized currently in an undisclosed hospital. This is both inhuman and tyrannical and can never be accepted by the IYC. 7. The Ijaw Youth Council Western Zone had also received several complaints from individual (Ijaw) traditional rulers over Paul Bebenimibo’s disrespect for our traditional institutions and his refusal to meet with the Ijaw Traditional Rulers Council when invited and council will not tolerate such disrespect for our revered traditional institutions. 8. Consequently, we demand as follow; i. We humbly call on Governor Ifeanyi Okowa to look into the said brutal treatment done to the Youth President of Ogbe-Ijoh Kingdom by his appointee Hon. Paul Bebenimibo who is now using state apparatus to oppress the weak. We know the Governor as a man of integrity who detests such oppression as evidenced in the immediate sacking of his former Aide Mr. Friday Eluro who assaulted a Woman. Our call is further reinforced by the Governor’s stance against police brutality during the ENDSARS protest. ii. Hon. Paul Bebenimibo should tender a public and unreserved apology to the Youth President of Ogbe-Ijoh Kingdom and the entire Ogbe-Ijoh Kingdom and pay compensation for the hospital bills and injuries suffered by the Youth President. iii. Henceforth all monthly subventions paid to our sister youth organisations should also be paid to us as we are not the second fiddle, especially as records shows that Ijaws are the second largest oil producing people in Delta State. iv. Hon. Paul Bebenimibo is not the first Ijaw son to hold this office and so if he is unwilling to attend to issues of Ijaw Nation that falls within the purview of his Office as DESOPADEC Commissioner Representing Ijaw Ethnic Nationality, then we respectfully advise that he resign forthwith and concentrate on his lecturing which he has never hesitated to tell anyone that cares to listen that he values more than his appointment as DESOPADEC Commissioner, so that other well meaning Ijaw Son either from Gbaramatu or any other clan can step in to deliver the mandate of the office. 9. The protesters, primarily women, demanded their entitlements from the commission, expressing their anger at what they perceived as marginalization. The letter read: “I Chief (Engr) Oma Eyewuoma, the Ologbotsere of Warri kingdom and the mouthpiece of the Itsekiri on behalf of the Itsekiri Ethnic Nationality by this letter demand the release of all the monetary entitlements due to Itsekiri Ethnic Nationality during the tenure of Chief James Ibori to date. “The Itsekiri Ethnic Nationality is aware that there is monthly provision due to Itsekiri Nation like all other ethnic nationalities covered by your Commission in Delta State. To the disillusionment of our people, that money has not reached the purse of the Itsekiri Nation over the years.(Sic) “I am also to inform you that the Itsekiri Ethnic Nationality is miffed by this unethical conduct to undermine our people. It is sequel to the above that, we have resolved to demand that your Commission make available to us the total accrual of our entitlements to date through the office of the Ologbotsere of Warri Kingdom.” The Ologbotsere stressed that should the committee fail to meet this very modest request, people’s anger could get out of the control of Itsekiri leadership. DESOPADEC: Bebenimibo Apologizes Over Assault on Youth President, Brokers Peace

Former DESOPADEC Commissioner, Binebai For Burial April 2

Chief Tom Michael Binebai, a former Commissioner representing Ijaw ethnic nationality in the board the Delta State Oil Producing Areas Commission, DESOPADEC, will be buried on Saturday, April 2, 2022. Binebai, who died on January 25, will be laid to rest at his hometown of Burutu, headquarters of Burutu local government area of Delta State. He served as DESOPADEC Commissioner between 2007 and 2008. The octogenarian served as the highly ranked chief of Iduwini Kingdom until his death. He died at the ripe age of 94.

One Year in Office: DESOPADEC Commissions Projects in Ogulagha, Iduwini Kingdoms

Communities Appreciates Agediga For Influencing Projects The Delta State Oil Producing Areas Development Commission, DESOPADEC, on Wednesday commissioned executed projects in Iduwini and Ogulagha Kingdoms, in marking the one year in office of the present administration. The DESOPADEC team ably led by its Managing Director, Chief Bashorun Askia Ogieh officially commissioned the projects in Odimodi in Iduwini kingdom and Sokebulou in Ogulagha kindom, both in Burutu Local Government Area of Delta State. One Year in Office: Welemu Hails Agediga Over People Centered Service Delivery The commissioned projects are; the reconstruction of a modern community Townhall alongside a Radio House in Sokenulou, and the Renovation of a four units market house with a public toilet in Odimodi community. In his welcome address, the Chairman of Sokebulou, Prince Churchil Dose commended the DESOPADEC team for siting a project of such magnitude in the community. Mr Churchill lamented that Sokebluou community had long been cut off from the developmental plans of every tier of government and previous boards of DESOPADEC, despite being a massive contributor to the economies of both the state and the federation. While commmending the DESOPADEC team led by Chief Bashorun Askia, the Chairman stated the community’s need for basic infrastructures such as drainage systems for proper channeling of water during the rainy season, health workers, electrification, a Corpers lodge and more. He emphasized and lauded the graceful intervention of Governor Ifeanyi Okowa in marking out Sokebulou to be a beneficiary of projects in his administration. Our facilities were intact! As a result SPDC divest and sold off their onshore Assets but yet choose to retain the Assets in Sokebolou and Ogulagha kingdom at large. We are proud host of SPDC ,CHEVRON,AGIP AND BRITTIANIA – U etc. He further commended Hon Julius Pondi, member representing Burutu Federal Constituency, and the Executive Director for Planning, Research and Statistics, Comrade Shedrack Agediga for thier great roles in influencing the projects. On his part, Rt. Hon. Julius Pondi commended Governor Ifeanyi Okowa for erecting legacies that will stand the test of time in Sokebolou community and Ogulagha Kingdom at large. 160 Youths Graduate From DESOPADEC Skills Academy

The Delta State Oil Producing Areas Development Commission, DESOPADEC, has taken a sizeable number of youths off the streets, courtesy of the DESOPADEC Skills Academy. The academy successfully trained 160 youths across Delta State on Welding and Fabrication, hair dressing, make over, ICT, catering and other skills. The graduation ceremony of the pioneer students of the academy took place on Wednesday, where they were given empowerment grants to enable them start up businesses with the skills learnt. The Executive Director, Planning, Research and Statistics, DESOPADEC, Amb. Shedrack Agediga lauded the achievements of DESOPADEC Skills Academy. Speaking to Daily Report Nigeria on Wednesday, The DESOPADEC Executive Director explained that the programme is an initiative of the DESOPADEC board tailored towards youth capacity building in line with the SMART agenda of Governor Ifeanyi Okowa. He noted that there was need to identify youths who do not have anything doing and identify them through strategic profiling process to take them off the street to enhance their capacity and prepare them to be entrepreneurs. Dr. Ifeanyi Okowa. “What we have done is to take some youths off the street, because we discovered that we have a lot of youths with abilities but they are not available, and so what we did was to partition then into various skill areas; from Welding and Fabrication to Hair dressing, Make Overs, ITC, Catering and all of that. “A total of 160 youths were enlisted as the pioneer students of the DESOPADEC Academy, and today we witnessed the graduation of the first set of the comprehensive 6 Months training. “This is a critical development factor because we have a lot of youths male and female who are in our communities doing nothing and so they are always gullible and available to be used either by some leaders or politicians for whatever purpose most especially negative purposes. So what we have done is to identify them through strategic profiling process. They were all brought to us by community leaders, traditional rulers and representatives in DESOPADEC. “What we have done is to enhance their capacity, prepare them to be entrepreneurs. We also did a one-day post convocation business seminar where they were taught how to manage businesses, booking, branding and all of that. “This is a critical programme in the DESOPADEC agenda and also the agenda of the State. We are very happy that today we have been able to take away 160 youths from the streets of our communities.”

BREAKING: Many Injured as Police Fire Gunshots, Tear Gas at Protesting Students in Delta

Police operatives on Wednesday fired gunshots to disperse aggrieved protesting students in Warri Delta State. The security agents also fired tear gas at the students, who held a peaceful protest against the non-payment of bursaries by the Delta State Oil Producing Areas Commission, DESOPADEC. In what was aimed at dispersing the protesters, police officers at the DESOPADEC gate fired gunshots as well as tear gas at the students. The protesting students, who bore placards with varying inscriptions, chanted solidarity songs as they demonstrated peacefully against the non-payment of bursaries by DESOPADEC. A female student who was part of the protesters, was left in a critical state following the firing of the harmful gas. Group Tasks Clark, Stakeholders to Compel Oborewori to Announce DESOPADEC Budget

Youths of Delta State Oil Producing Communities, have called on High Chief Edwin Clark, National leader of PANDEF, to compel the governor of Delta State, Sheriff Oborewori to announce the annual budget of the Delta State Oil Producing Areas Development Commission, DESOPADEC. This is according to a statement by Comrade Edafe Wilfred, President Delta Youths Of Good Conscience (DYGC) on Thursday. The group said the law establishing the commission had stipulated that 50% of the 13% derivation should be given to DESOPADEC to develop the oil producing communities, adding that opportunities for oil producing communities had constantly short-changed following the diversion of the commission’s budget. According to the group, the Commission was administered without a budget by the immediate past governor, Dr Ifeanyi Okowa for six years, and that the current governor Oborewori is following the same absurdity and unconventional approach in running the commission. The group called on Pa Clark and other well-meaning stakeholders of the state to stop Oborewori from running the commission without budget, thereby misappropriating the 50% budgetary allocation. The Oloduwa Primary School built by the Delta State Oil Producing Areas Commission, DESOPADEC in Opuama, Warri North Local Government Area, has collapsed. The collapsed was announced by a youth leader in the community, Comrade John Olokpa, who called for a swift action from the state government and stakeholders in the Council. DESOPADEC Commissioner Dies The Commissioner representing Ndokwa Nationality in the board of the Delta State Oil Producing Areas Commission, DESOPADEC, Mr. Ikechukwu Akozor is dead. His demise was announced by the Special Assistant on Special Duties to the Delta State Government, Ovie Ossai Success. Mr Akazor reportedly died in a hospital on Thursday, in Asaba the Delta state capital. Taking to his Facebook timeline, Ossai wrote; “Sad One: We just lost Desopadec Commissioner Representing Ndokwa Ethnic Nationality Mr. Ikechukwu Akozor. “His death is a sad one to Delta State Oil Producing Areas Development Commission (DESOPADEC) and Ndokwa Nation. May His Soul RIP.” Akazor’s death is coming over a year after Hon. Joyce Overah, another commissioner died after a brief illness.
