Those alleged breaches cover 2009–2022 and largely trace back to the Roman Abramovich years.
Chelsea’s new owners say they found the problems during 2022 due diligence and reported them themselves; the club is now working with the FA.
UEFA fined the club £8.6m in 2023, so the FA could hand down tough penalties.
Meanwhile, a big fine looks most likely.
The FA could also ban the club from registering players, though a points deduction seems less probable.
Because the club self-reported and has cooperated, the FA might offer reduced sanctions or a formal warning.
On the pitch, the fallout would hit transfers, squad planning and match results.

A fine would put pressure on the finances, while a points loss or transfer restriction would have a direct negative impact on recruitment and season goals.
Chelsea Football Club have until 19 September 2025 to respond.
An independent panel will review the club’s formal reply and any hearing, then issue its ruling.
